The dreams of many parents in Canada who want to adopt children via child adoption services have been put on hold in the aftermath of the Imagine Adoption agency scam. In one case, a hopeful parent had applied to adopt a baby girl from Ethiopia. She went through a lengthy and intrusive government assessment which included a financial review and an Interpol check.
After all of that, she discovered that the former operators of the Cambridge adoption agency she hired were charged with fraud and breach of trust. Parents had paid upwards of $15,000 to the Imagine Adoption agency, but the business subsequently filed for bankruptcy protection before many of the adoptions were completed. The couple behind the agency were charged with multiple counts of fraud and breach of trust for squandering adoption fees on home renovations, cosmetic dentistry and trips to New York.

Adoption of a child in Russia by American families will be conducted only by U.S. child adoption agencies.
Russia and U.S. are expected to sign a treaty that will ensure that child adoption by U.S. families will take place in a safe and secure manner. Under the new treaty, the child adoption agencies shall begin functioning under new rules.
According to Russia's Education and Science Ministry, the American child adoption agencies will have to get a work permit to work in Russia and only those child adoption agencies will be allowed who have Hague accreditation.
According to one of the recent reports, it has been found that nearly 17 children died due to abuse after adoption that started more than a decade ago. The latest data reveals that around 60,000 Russian children have been adopted by American families till now.

Child Adoption Trafficking

There are reports from China that at least 20 babies born in violation of population-control policies were abducted and then trafficked into child adoption by government officials. The report by the Chinese magazine Caixin that family planning officials in central China's Hunan province had abducted the children and sold them to people in the US and the Netherlands is now being investigated.
Chinese officials do not always enforce the "one child" policy with much vigor, and the worst that violators normally receive is a fine. This is not the first time that Chinese family planning officials have been accused of abusing population control policies for profit. One family claimed they had not broken the law as the child was their first, but family planning "enforcers" took the baby away nonetheless. The father, a migrant worker in Shenzhen, managed to track down his daughter seven years later, living in the US.
